(San Juan, Puerto Rico - January 27, 2025) - In the wake of the first U.S. Immigration and Customs Enforcement (ICE) operation, implementing the U.S. President's new immigration policy, increased restrictions and removal of protections, the League of Puerto Rico Cities has joined with civil society organizations to offer support to mayors and local governments on actions to take to safeguard the rights of migrant communities.

“This weekend we were able to see the implementation of the U.S. President's nefarious immigration policies. We were able to see, and feel, the fear of our migrant communities and feel the helplessness of witnessing injustice. However, there is much we can do in the face of the lack of resources and the complexity of legal procedures that make it difficult for many people, especially those with vulnerable immigration status, to fully exercise their rights and access essential services. Standing idly by is not an option,” said Cristina Miranda Palacios, executive director of the League of Cities.

In order to provide practical tools to ensure that local governments are properly informed and trained about initiatives and actions in defense of migrant communities, the League of Cities has joined forces with Local Progress and the Puerto Rico office of the American Civil Liberties Union (ACLU).

As part of these collaborations, the League of Puerto Rico Cities will share resources prepared by Local Progress, including various policy analyses and toolkits designed to help local municipalities address this major civil rights emergency.

These resources will be available here:

La Liga will be exploring the interest of mayors to have working sessions on its use and maximization. If you are a municipality interested in receiving this training, please contact: info@ligadeciudadespr.com.

Likewise, in collaboration with the ACLU, a specialized workshop will be coordinated for local governments and their officials.

The workshop is designed to provide up-to-date and useful information on adapting or creating protocols for local governments in the event of immigration raids and will feature legal experts who will answer specific questions and offer personalized assistance.

The League of Cities is also developing other collaborations focused on the creation of ordinances and initiatives for the establishment of Sanctuary Cities, as well as the establishment of collaborations and alliances with other entities in order to defend immigrant communities in Puerto Rico.

Through this advisory, the League of Cities, Local Progress and the ACLU seek to share valuable resources with mayors and municipal officials to implement measures and develop resources focused on protecting our communities.

“With this support to mayors and local governments, the League of Puerto Rico Cities is committed to promoting the defense of the human rights of all, regardless of their immigration status, and will continue to fight for a more inclusive and just environment,” said Miranda Palacios.

Local Progress is a nonprofit organization that brings together local government leaders, partners, and experts to strengthen the knowledge, skills, and leadership needed to advance racial and economic justice at the local level in the United States.
