Last August 8, 2024, the Governor of Puerto Rico signed Act 136-2024 to amend Articles 2,3 and 4 of Act 74-2017 known as the “Public Service Supervisory Personnel Training Act.” The purpose of the Act is to include as public policy that all government officials who have supervisory personnel duties be trained in topics related to the functions they perform, including the handling of situations of gender violence.
This law is extended to the municipalities of Puerto Rico and establishes the responsibility of these officials to take 12 hours of annual training on additional topics such as supervision, effectiveness, merit-based policy, anti-discrimination legislation, collective bargaining and, as previously mentioned, the handling of gender violence situations. The Office of Human Resources Management and Transformation of the Government and the University of Puerto Rico are hereby ordered to offer four (4) courses per year on the aforementioned topics.
