Research reveals how the Financial Oversight and Management Board has become a fourth branch of government in Puerto Rico.

As the tenth anniversary of the enactment of PROMESA approaches, La Liga has awarded a research grant to Attorney José Bernardo to investigate the Oversight Board’s impact on legislative processes—specifically, its effect on municipal governance.

This research stems from our commitment to strengthening municipal governments, viewed through the lens of advocacy and the defense of our municipal governing bodies.
