Local governments can now offer internship for university students

(San Juan, Puerto Rico – August 14, 2024) – On August 7, 2024, the Governor of Puerto Rico signed Law No. 129 of August 2024, known as the “Municipal Internship Law,” with the intention of granting young university students the opportunity to do internships in the municipalities. Law No. 114-2022 states that internships must be available in all areas of public service, and with this new law it is extended to the municipalities of the country.


According to the text of the Law, the municipalities will be empowered to enact a regulation for this purpose through a duly approved municipal ordinance and must include:


  • The name of the boarding school;

  • The requirements of working hours and calendar of the boarding school;

  • Code of conduct;

  • Date of promotion and recruitment;

  • Duration of an academic semester; and

  • The facilities and administrative units where they will be distributed.

The Human Resources Director of the municipality will be responsible for promoting the internship, admitting the participants, evaluating them, supervising the tasks and the number of participants. As evaluation criteria, those selected must reside in the municipality in which they are applying to participate or study in an educational institution in said municipality, academic preparation and other selection requirements that may be established, but with the approval of the Municipal Legislature.


On the other hand, participation in the same shall not entail any payment or economic remuneration as long as the hours worked by the intern are credited as credit hours by the university institution he/she attends, as established in Act No. 114-2022. The municipalities shall have a term of no more than 120 days to make all pertinent regulations to this law.
