The 4 Measures Concerning Municipalities in the Extraordinary Session

(San Juan, Puerto Rico – December 9, 2024) – Governor Pedro Pierluisi called for an extraordinary session in which he included 10 measures. It began today, Monday, December 9, and four of them contain measures that directly impact municipal governments.



The 4 measures related to local governments included in the call are:


  1. Puerto Rico Incentives Code

    A-108- To amend Sections 1020.07, 2073.06, and 3040.01 of Act 60-2019, as amended, known as the Puerto Rico Incentives Code; to establish a new incentive to encourage the development of housing in the urban centers of municipalities; and for other purposes.


  2. Environmental Preservation of Culebra and Vieques

    P del S 1497- To amend Sections 3 and 5 of Act 293-2004, as amended, known as “The Culebra and Vieques Environmental Preservation Permanent Fund Act”, in order to make technical corrections, and for other purposes.

  3. Transfer of real estate in San Juan

    R.C. de la C. 24- To order the Real Property Evaluation and Disposition Committee, created by Act 26-207, as amended, known as the “Fiscal Plan Compliance Act; “to evaluate pursuant to the provisions of the law and its regulations, the transfer, usufruct or any other legal business contemplated in said law, by the National Parks Program attached to the Department of Natural and Environmental Resources to the Municipality of San Juan, of the Luis Muñoz Rivera Park, located in Puerta de Tierra in the Municipality of San Juan, including all its facilities, buildings; and for other related purposes.

  4. Municipal Code

    P. S. 2199- To amend Section 4 of the Act of January 18, 2024, in order to clarify the provisions on the effectiveness of said Act, which amended several provisions of Act 107-2020, known as the “Municipal Code of Puerto Rico”; and for other related purposes.

    According to the Constitution, the extraordinary session may be extended for a maximum of 20 days. That is, until December 29.
